Purpose
The post holder has responsibility for the development, implementation and maintenance of effective Programme Control Management for the delivery of the Pre-Operations Phase Programme of the Hyderabad Metro Operations and Maintenance Contract.
The Pre-Operations Phase consists of:
- Advising and assisting the Metro owner during the design and build phase of the Project on matters impacting future operations and maintenance of the metro
- Participation in the inspection, testing, commissioning and handover of assets from the system and equipment suppliers
- Achieving operational readiness through the development, consultation, approval and publication of all of the necessary operations and maintenance procedures
- Recruitment, training and deployment of the staff and associated facilities required to deliver the operations and maintenance phase of the contract
The role is accountable to the Programme Director and will be responsible for leading the employers team in developing the details of the programme mandate and deliverables (SMART outcomes) and agreeing the work breakdown structure, milestones and work-stream inter-dependencies to achieve these.
The post holder will then create and manage the internal to employer Programme Control and Reporting arrangements (including the monitoring and reporting of the Contract’s financial results), and proactively interact with the client’s overall Project integration programme management team ensuring that changes in programme and/or deliverables caused by third parties are understood, the implications documented, agreed and communicated and employers commercial position under the Operations and Maintenance contract protected
Duties and Responsibilities (What you need to do)
- Develop, consult and agree with the contract management team the Programme for the Pre-Operations Phase of the Contract deploying the principles of employers “Managing Successful Programmes” best practice approach to all elements of Programme Management
- Create, maintain and communicate the relevant elements of the overall Programme to all Contract team members, and customise reporting requirements and templates for individual work-stream leaders/plan holders, providing appropriate guidance and support in order for the whole Programme Control arrangements to be implemented effectively and efficiently, and in a manner in which Contract team members appreciate and realise the added value of the process controls
- Create, maintain and communicate the Contract Compliance and Reporting Matrix/Arrangements - .ensuring that reports for the client are produced and submitted on time, and actions emerging from the review of reports and other submissions made to the Client are documented, progressed and closed out
- Ensure that internal Document Control arrangements are professionally implemented, maintained and audited
- Identify emerging Programme risks and opportunities (including contract variations) and recommend action to the Programme Director to manage and mitigate these. Where delegated to do so lead the discussion/negotiation with the client or other third party to secure appropriate variations to Contract Programme or other commercial terms
- Support the Programme Director and Contract Team in the execution of Programme actions/tasks and other support arrangements as appropriate to skills and experience
Knowledge, Skills, and Experience (How you need to do)
Knowledge
- In depth understanding of Programme Management techniques and practices
- Understanding of the principles and practices of risk management
- Understanding of commercial practices and procedures
- Knowledge of the core aspects of a new build metro rail project and the anticipated high level risks inherent in a Design, Build, Operate and Maintain concession
Skills (Technical & Behavioural)
- Highly effective Programme Control Manager skilled in using Programme/Project Planning software and in working with Work stream Leaders/Plan Holders to develop and integrate an efficient work breakdown structure
- Highly objective, deploying analytical and appraisal skills to ensure that the financial, commercial and operational consequences of actions, risks and issues is understood and options for addressing such issues considered and recommendations for action put forward
- Experienced in commercial negotiations
- Strong inter-personal skills enabling a positive balance to be struck between the need for tightly disciplined deployment of Programme Controls with the need to ensure that Contract team members are supported, encouraged and motivated to excel
Experience
- At least 5 years senior management/company director level experience in leading and delivering programme management activity in a major corporate entity
- Proven track record of controlling complex projects and/or programmes to achieve timely delivery of committed outcomes with strong financial control
- Proven track record of successful commercial negotiations in a major corporate business environment
- Is Indian resident, preferably with work/business experience in Hyderabad
- Preferably has worked in a transport infrastructure project/programme environment
Education & Qualification
- Educated to first degree level or equivalent
- Has undertaken appropriate formal Project and/or Programme Management Training with relevant level of certified competency
